Another question

I have a forum for the rules. How can i make it so that only Administrators and Global Moderators to be able to post in it?

Go to ACP>Forums & Moderators>Forum permissions and find the forum the rules are located in and set it to how you like.

Forum Permissions > find the forum > select each usergroup and set the permissions for them.
