Delay time in changing time zone?

I changed the default time zone on my forum and the bottom of the forum still displays the old time zone, is there a delay time before it comes into effect? I haven't posted yet, so I'm not sure if it displays the correct time on the posts, but I doubt it would.

You need to also change your chosen time zone in the User CP.
