Where is COPPA set in the DB

Hi,

Can anyone tell me where COPPA is set in the DB? I've disabled it in the CP but am getting COPPA messages both in the CP when I edit a user's details (their b'day is definately older than 13) and on the front end in the user contro panel.

In the $vbulletin->userinfo array the coppa field is set to 1. Does this come from the DB somewhere or does VB calculate it from the birthday?

Either way something is wrong.
