Theme won't change

I have a custom theme, but I only want myself and 2 other members to see it. I have set the theme change in the ACP for those members.
The theme itself cannot be chosen by members, it is hidden. But I can add it in ACP. It works fine for me, but my members' won't change.

What do I need to do?

If its hidden to members, only admins will be able to see it no matter the setting in the adminCP
