Backup... Please Help

Well I have a backup of my forums via .sql,and basically I did it about an hor ago and about 40 minutes ago allot of my forums were deleted so how do I go about using this backup? where do I execute this?

I can't login to myphpadmin for some reason.
What info am i supposed to login for.
