Posting limits

Limit a member to x posts per 24 hour period per thread.

Reason: A few people, logged in from work all day, can completely monopolize a thread. This pretty much eliminates the possibility of others that only log in occasionally from joining in the discussion.

Of course, options should allow excluding certain forums from the limit.
