Disabling rules agreement during registration

Does anyone have any experience with disabling the rules agreement during registration? I want to have it so when you click a register link it would take you straight to the page where you specify username/pass etc etc.

I've been looking around some more and I see some mods for adding additional features for rules, but nothing for removing them. I have a feeling that it may be something coded pretty deep into vb, but I hope someone with more experience can confirm if that's correct...I'll let you know if I find anymore info Paul.
