vb.org Archive - How to enable Moderation Panel?

Hi Guys,
I am coming across with a serious bug in vBulletin system. I want to give moderators to moderate any posts also. So that if he/she will come across with any spams or any posts which has to be moderated then they should get the permission to do that also. And another thing, I want that they should get the permission to ban users also(Registered/Unverfieid Users etc except (Super Mods, Mods and Admins). Can anyone please let me know how to do that?

I asked the vBulletin team but they told that in vBulletin there is not any option to give them the permission. So I can't understand whats the sense of having this Moderator Usergroup then if they dont have moderation power for all forum sections? In phpBB it works awesome but why it doesn't work in vBulletin? Does it enhance security!!!
