They are just global messages from vB.com, they are sent to everyone until "Dismiss" is pressed, or it is removed from the vB.com end.

ok thanks ive clicked Dismiss and still there lol so will just ignor it lol

May still be in your cache?, try downloading the page direct from the server, press F5 :confused:
