Changing Forum Rules

I am wanting to change the forum rules - The rules users agree to when registering.

I have done a google search and found everything says to find forum_rules_description in phrase manager. I have searched and cannot find this in the phrase manager.

What am I doing wrong?

Did you make sure when you clicked on Search in Phrases that you changed the Search in .... to "Phrase Variable Name Only"? If you still can't find it, then copy some text from the rules and then Search in Phrases, only don't select "Phrase Variable Name Only" this time.
