How to create template like great daniweb.com postbit?

You all now, one of the best postbit design is daniweb postbit, its have small bubble postbit

anyone know How to create template like that postbit? or it is great if anyone have the postbit code and can share it, i have ask dani but she dont want share it

i have heard some forums can do that but i dont know what is the forums
