add navbar to register page
 

how can i add the navbar to the register rules page and register form page?

Since you can't just add $navbar to the register template you'll either need to create a plugin to do this, or copy the contents of the navbar template directly into the register template.

Is there any reason you want your navbar on the register pages, that provides the possible registrants more chances to click out once their in.
