Quick question
 
Is there a mod, that will not allow a user to view the downloads section of my forum (i would specify forumid's) untill they make a topic in the introductions section...

search "attach*" "all mods" "titles only" and you'll find some mods that almost do what you want, but not quite, including this You Can't See Attached Files Before Replying. You may be able to modify one of them to do what you want though.

There are others that you may be able to modify if you do the search I did and look through a couple pages of results.
