Changing "Title:" phrase for starting new threads
 

I tried to find this phrase in the phrase manager but I could not. I would like to add a message when users are starting new threads that asks them to name the threads intelligently so that people looking for information on the same subject can find it.

Can anyone please tell me what and where to edit so that "Title:" above where titles for new threads are entered can say "Title: Please be as descriptive as possible to help others" or something?

I just noticed the sticky in the Programming forum here that basically asks members to do the same. Basically this modification would make stickies like this unnecessary because it would remind members when they are starting threads...
