Can some one advise me

I`m pretty new to vbulletin in general. Id like to make a forum where members can post in an applications thread and only the admin be able to view it and also is it ok to use a skin from v.3.6.8 on a 3.7.3 forum?

As for the style question. No, a style created for 3.6.8 will not work on a 3.7 forum, not without a lot of adjustments to templates.
