ModCP not visible to my moderators

For some reason, only super moderators can see the ModCP link at the bottom of the forum. However, if moderators manually enter the url to the mod cp, they can access it. I'm wondering if there's a way to make the ModCP link visible to my moderators?

Not without adding queries to each page loaded for all users.
