why are unconfirmed members welcomed to the forum

on forum home in 'what's going on'...is it possible to only welcome members after they validate their email?

As it stands people can make up an abusive name/insult and instantly share it with the forum without a valid email.

I'm not sure if this is a setting in vbulletin, a mod, or a suggestion:D:confused:
