I've seen this mod somewhere.. but cant find it now!

I want to individually be able to turn off for example the use of private messages for users not just usergroups. This mod also gives the facility of being able to turn of a users right to add a signature etc as well. Any ideas? I have been searching but can't find it! Thanks
