Creating a background image... how?

Hi all graphic gurus....

I would like to create a subtly colored background image out of my sites logo but have no idea on where to start.

The logo I am looking to start with is at http://forum.australianspeedway.com (I do have a 1 piece .png version) and the effect I am after can be seen on http://vbseo.com/forums.

Can anyone suggest any pointers or faq's/tutorials to follow? I have access to both Photoshop & Fireworks on Mac OSX.
