critical error

Hi!!! when i want to upload avatar i am getting the following error :

Warning: tempnam() [function.tempnam]: open_basedir restriction in effect. File() is not within the allowed path(s): (/home/hhgsnet:/usr/lib/php:/usr/local/lib/php:/tmp) in [path]/includes/class_dm_userpic.php on line 204

what kind of error is it?
I disable all my plugins
I've created new style
I reupload all my files and the error is still here
