Affiliates Drop Down Template
 

I need to know two things:

Question 1
I am wondering if it would be possible to create a template called affiliates and then in the footer template put in $affiliates and it would show up?

I ask because there's some things that need to be edited in some of my schemes dealing with the footer template and I really don't want to have to edit these schemes anytime we get a new affiliate.

I need to know how to do this. I've tried it the way I've described it, with the whole drop down code in the affiliates template, and it didn't work. It all showed up except for the links for some reason.

Question 2
If the above is not possible, I wouldn't mind adding an affiliates page, but I have no clue how to go about making a new page that still has the header in it and everything. If someone could walk me through it, that'd be awesome.
