modification protocol question.

I would like to see it updated and some added funtions to it for a 3.7 and then a 4.0 release.

do I contact the author, the person it was written for?

I have not coded anything since pascal in college, I am sure with your help I could add the code to make it better suite my needs but I do not want to offend the person that released it or push the limits of copywrite.

What would be a nice, polite way to get this updated and follow the forum guidelines and proper protocol?

I'd assume you'd contact them via PM, and maybe post in the topic. Oh, and if it had reusable code marked and such like, you could just update it yourself without asking, but since the topic doesn't say that, you're gonna have to ask as said.
