Converter tool

I'm looking to make something similar to this but with a twist. I want to so only certain userclasses can/cannot use it and so I can change the amount something is worth when I need to, and it uses xe.com for different currencies to see how much something is worth against the USD.

Anyone know how I would go about this? I know PHP, but where would I start?
