It is a Australian general discussion forum

OzCom has been around for nearly 2 years.
We started off fast in the early days and got a core set of about 200 members, but slowly the activity has gone down.
I then started to work on SEO and started get more members via search engines. but they where not active, so post activity didnt grow.

The site is meant to be focused on general australian topics, i have tried to change the topics/cats to focus on this. But am struggling to think of new topics that isnt on major australian forums already.

I am considering scrapping the idea of ad's on the site all together, never made much more than $5. i do this as a hobby not for revenue.

I have a portal set-up as the main page, but i am not sure if this is the best move? should i just have the normal forum listing as the main page? i feel the portal is possibly preventing members from seeing the categories and making a post/new thread?

Would like a review of the template and any improvements, or basically any general comments about the site that i can use to improve it.

I don't think it looks that bad. :)
The colors are a bit much....but I suppose that's a personal preference. Do you offer other skins for your users to select?

Just the default Vbulletin skin. And we all know how... "appealing"... that one is ;)

I think that you should have a better link for "forum" as I had to look for it and I did find it
but it did take some time.
Maybe have another link in the side column where the site stats are, you should have all your links there even one to the portal and make sure that the links are always in the same location throughout the site when applicable.
