do you have to buy the ability to add support tickets to your forum?

Paul sonny has a limited version you can download depending on your version. depending on your needs it may be all you need. Take a look at his modification and poke around.

Alternatively just create a Forum in which normal members can only view their own thread, then just use thread prefixes to categorise the "tickets"(/threads).
