How do I make a "staff" forum?
I would like to make a forum where only my admins and mods can see it. Can anyone help me and tell me how I can do this?

Maybe someone will answer you a little more thoroughly but I will give this a try.
Basically you open up a staff forum and then you edit the permissions so that only the staff can see what is in it. In order to be sure only the staff can see it, you could make a "dummy" general member account to test what your general members are able to see when they are signed into the board and you can log out completely to see what the general public can see. I started to set this up when our forum was young, then it went down one day! Taught me REAL quick how dumb it would have been to have a forum set up on our host or worse - inside our own forum. So I just set up a Yahoo Group. Not like we do a whole lot of talking.

There isn't really anything that hard in setting up a private forum, you just have to make sure you follow the instructions. Or at least test things out on a test board.
