How to make a portal page like...

I was wondering instead of a homepage, I can make a portal page similar to something like this.

for my homepage right now I am using vbadvanced.

that's photoshop+html so... You should design it yourself

I can make the designs easy, thats not the problem. I just wouldnt know how to start w/ the HTML part.
