Reputation Point System?

Why does it tell my members when trying to spread reputation points this:

"You must spread some around before giving this poster anymore."

Is there any way to fix this? It has stopped everyone from giving points.

There is a setting in the Admin CP that defines how many people the user has to give rep to before being able to give to the same person again.
