User Ignore

We are still having issue with the ability for users to ignore other users, within their own User cp.

Even with user's blocked, it appears other users, can still send PM and leave messages in usercp.

Any suggestions please ( perhaps we have not set something correctly ) or perhaps there is product we can try.
