What do I do?
 
Well I feel I no longer have much time for my forum and was wondering what is the best and quickest way to close my forum forever?

Removing all files from ftp, is that all I need to do?

I simple index.html file stating we are closed in the domain root should take care of that. That way, if you change your mind later, everything is still in its place.

You could also do a combination of things.
Backup your database for if you change your mind later, then all is easy to put back up.
Remove all files and place an index.html like Boofo said.
If you had your forums in a /forums directory, put the same index.html there to or use a htaccess redirect to the main index.html file.

I presume you already notified your users about your plans.

Well my license is running out pretty soon and I just don't have time for it anymore and as for my users, it wasn't alot and no one was active and I know my forum is a complete flop so I am going to focus on more important roles in my life. Thanks though everyone because I have learnt alot from my experience with vb, it is great :)

To my question: Can I just delete everything in my ftp?

Deleting everything from your FTP will remove the visible parts of your site. You will need to remove/delete your database as this is actually what stores all of your data, not the files.

So is this all I have to do so when my license runs out, all the visible bits and my database is gone, would that be okay or do I have to do more to meet the rules?

Just removing the installation wil be enough.

So when my license runs out, if all the ftp files and deleting the database, would that be okay to meet the rules of not having a forum when it runs out (if not renewed)?

correct.
you should at least make a backup of the database, in case you want to start it up again down the line :)
