The error means that the MySQL daemon was down while a connection was trying to be established.

thats because my host or my vbulletin?

and my host support say : its because my vbulletin script.not my host.

A majority of your HTTP connections are from Indonesian IPs, but none of them
have an odd number of connections. This leads me to believe your current
hardware and/or VBulletin isn't capable of handling your load demands. Because
I don't believe the above mentioned fixes won't make a large difference, you
may want to consider adding more memory, at the very least. Thanks!

vBulletin can handle many, many users at once. It is most likely that your server is being hammered with requests. Run the command top in SSH and see which process is the first.
