tcat Text template ?

Greetings,

Does anyone know where the tCat text template is ???

like the text is on the vB.org's home page ... "news & announcements" (on the left) & colapse on the right ...

i want to shift the text in the are of "News & announcements" to a diffrent position. if anyone can tell me which template deals in this section it'll be alotta help..
