giving permission to IP ban to regular admin/mod

is there anyway i can give a permission to regular admin (one without permission to edit settings).. to IP ban...

i get alot of IP ban requests, there'd be spam or something, I'm just trying to get someone that power without having them getting the whole settings power...

You can't without a modification - I don't know if one is available.
