I have updated this tutorial because the WAMP5 people have changed the product structure somewhat and renamed it to WAMPSERVER. It is still relatively easy, maybe even more so, to install and configure the package and from my perspective NO vBulletin owner/operator should be without it running on their off-site system to maintain a development environment completely separate from their website. The pointer to the revised version is here.

I can not emphasize enough the usefulness and importance of being able to maintain a CURRENT version of your LIVE site on you LOCAL system. It is saved me a HUGE amount of time and expense especially when troubleshooting a problem.

ENJOY!
