How to create .tar files

Since there's a distinct lack of people creating legal V32/V33 games I was thinking that I might release a couple of my own for whoever wants them.

I've already modified them to work with the system but to make it easier for people to upload does anybody know where I can get instructions on how to turn them into the .tar files they usually come as?
