Did your forum just suddenly start not working? Did you change an htaccess file? Change the permissions on some files? What happened to make your forum start spitting out this error?

I can't believe you didn't spot the fact this was in the wrong forum. (If you don't have permission to move threads, then I apologize.)

Reported.

This is generally from the server having wrong owner/permission settings.

You'll need to fix this yourself, or contact your host.

Advisors do not have any thread moving permissions, only staff. I really dont think you needed to say anything in the thread either, in future just report the post, not criticize forum helpers.

I apologized, though. :(
