Video host?
 
Is there a mod to let a usergroup upload videos. Then it would embed somewhere on site? Something like the photo album on 3.7 but for video?

A mod is not powerful enough to create a video hosting site like youtube. You will also need some server software to convert the videos into flv format if you want to use it in flash. It is very unlikely that someone will release a mod and everything to allow video hosting because it is a very complex thing to do.
