Allowing nothing but text for guest posters

Is there a way to only allow text for guests that want to post? No html, no links, no pictures.

You can set all those options in your usergroup manager, for the usergroup "Unregistered/Not Logged In"

I don't think that will disable everything he wants to disable. There are ways around it, like quotes, showposts, archive and searches for example.
