rep help

where i go exactly to change the rep level i want new members to start off at? because every new member is starting off with rep power of 2 but i wanna make it 1, so how much do i change it to exactly for it to be 1? thanks

I don't use the rep system, but I'd start with checking the User Reputation Manager.
