I enabled it and still don't see it.

Create a new style with no parent set, and see if it happens on that style. It may be because you have not reverted your templates.

Had the same problem until I read, that the Forums cannot be Private. All the Forums have to be viewable by Guests. Hope this was the answer you were looking for?
