disallow animated gif signatures/avatars
 

I want to stop all the flashing from people linking to animated gifs in their signatures and avatars. If they put it in a post, that is fine. If they want to use regular .gif's, that is fine also.

The closest I could find to doing this was the usergroup manager. The usergroup manager lets me disallow the upload of animated gif signatures and avatars, but I don't see a way to not allow them to link to them.

I am updated to 3.6.9 without any significant hacks.
