Enable wysiwyg for unregistered users

Is it possible to enable the enhanced wysiwyg editor for unregistered users who are able to post replies?

The only "solution" I found is changing the code in "functions_editor.php", setting the "$toolbartype" to 2.. Can't I just enable something in the settings?
