PM sent on Usergroup change, can it be done?

Hello,

I'm wondering if there is an addon (or if its even a built in feature of vbulletin that I have missed) that sends a PM to a user when their group changes. Basically in a nutshell I run a guild site and I'd like to inform say recruits when they get Member status or when a member gets officer status, etc.

Does such a thing exist and if so where could I get it.
