Set a permission on a specific category?

I was looking for a setting that i thought existed in vBulletin but after searching and searching i realized that it doesn't.

Actually, i wanted to set a special permissions for a category of my forum > that members (and everybody that is not from the staff) CAN'T create a thread on the specify category and its forums and sub-forums BUt can answer to the thread created (by the staff)

Does anybody know if it's possible and how to do it?
