Yes that is an excellent mod, for it will show like global, for all my foroums and I need something exactly the same but only for some subforums in my forum.

you need to make a ruleset for specific subforums IN ADDITION to the main set of forum rules? why not just post an announcement in those specific forums with the additional rules?

or if you are making users agree, ie check the box before they can post, add a section in the mod above where it says "Addition Forum-Specific Rules", and then list the additional rules by each forum in a list-like layout.

an example of what i mean:

http://forums.rkccs.com/misc.php?do=cfrules

the way i have addition forum rules setup is just by adding a post to that forum, closing it and making it a sticky. i also reference on the forum rules page that some forums have their own additional rules to be followed.

but you could just as easily add those additional subforum rules to the main page of forum rules. an example would be adding a new list on my page underneath the Signatures rule, like:
  1. rule 1
    • rule 1a
    • rule 1b
  2. rule 2.
    • rule 2a
    • rule 2b
  3. rule 3
    • rule 3a
  4. rule 4
    • rule 4a
  5. rule 5
    • rule 5a
    • rule 5b

Some forums have their own rules in addition to the main forum rules listed above.
  1. Forum 1 Name
    • Additional Rule 1
    • Additional Rule 2
    • Additional Rule 3
  2. Forum 2 Name
    • Additional Rule 1
    • Additional Rule 2
    • Additional Rule 3

Your idea is great, yes I did that to make a post and put it like sticky.

Exactly like your example(link) do you know how can i put all that like an annnouncement in the top of the specific forum ??

If you go to Admin CP > Announcements > Post New Announcement, you can specify the forum you want the announcement to show up in. I think that may be what you are looking for.

Mmm I want that this (or something like this) appears in the top of that specific forum:

if you are looking for something like that, you may need a plugin. that, or a template edit in the FORUMDISPLAY with a conditional statement along the lines of [if = forumid 10 then...]. i don't know what the exact coding would be. then add the table with the rules in it.

or you could put it in the forum description. (example). the downside to this is when the forum is displayed one-up, or (example), it will not look the best.

maybe look for someone who is a bit of a better coder than myself (i can read, cant write) and see if they can help you out. maybe there is a way to make the forum description conditional, and not display unless you are actually viewing the forum. not sure why you would want to go that way, but it might be possible so i'm just throwing it out there.
