Will ImpEx do what I need it to?
 
I have two independant forums that I want to merge into one forum. Both forums should have all the same users with the same user names, but the userids are not the same. So, I would need to import all threads, posts, and forums into the larger forum from the smaller one. Can ImpEx do this?

Noone can answer my question?! Wow... i thought at least one person would know the answer...

Just install ImpEx on the larger forum, and import.
