newattach.php keeps opening when trying to attach
 
Not sure what's causing this, but recently when I try to upload a large sized picture or an mp3, the attachfile.php file opens....any idea what causes this?

could be timeouts, or php errors.

try increasing the timeout time, or the amount of memory your scripts can use

Where are these settings modified?

in your php.ini file. If you're on shared hosting you may have to use .htaccess rules to increase them (if supported)
