I believe the block proxies preventing members from using fake ips.

Even if aol proxies are blocked, there is still plenty of web proxies out there which can be used for creating an account (duplicate maybe).

Any way to edit the message in your xml?
Kxml and other editors don't like to open it, because they find an error.
