the best thing we always suggest is to never pay the upfront payment until you are sure the guy will do the job.. this is your responsability to verify the reputation of someone... just as an example... this member registered in december, and posted only one hack which is a copy of an existing tool...

file a dispute through paypal. If he already has a bad history or no history you will prolly get your money back.
