Automatically post new thread

Hi,

I'm an Admin on a forum and every day at 24:00 an Admin or a Mod has to create a thread in our Chat forum and lock the old one. Obviously this is less than ideal as threads get created later on many days so I was wondering if there is a way, or a Mod which I can create a new thread and lock an old one.
